The return of children or adults to their country of origin or residence presents complex legal, cultural, and emotional challenges. These include situations of parental abduction as well as situations involving children, young people, and adults who are under guardianship or in need of protection. The Preparation - Accompaniment - Return (PAR) service, developed by ISS Switzerland, offers specific support to address these issues. It provides individualized support for a safe and appropriate return of children and adults.
This service is intended for children who have been abducted, as well as children and adults who are under protective measures or in vulnerable situations. ISS Switzerland can be mandated by courts, child and adult protection authorities, child and adult protection services, guardianship services, federal authorities, or private persons. ISS Switzerland accepts return support mandates if the parents and persons concerned agree, or if there is an enforceable court decision with the cooperation of the parents and persons concerned.
The PAR service is structured in three phases, which can be provided separately or in combination:
- Preparation: assessment of the situation, clarification of financing, planning, preparation of the child or adult, logistical organization.
- Accompaniment: physical accompaniment by professionals qualified in child protection, adult protection, and transnational contexts.
- Post-return follow-up: assessment, coordination with local actors, and maintaining family links.
